looked at the API 's and it seems to say the resource must be located on the
same server and in the same servlet context. I 'I noticed that if you have "unpackWARs " set to false and you update a WAR
file it doesn 't reload it.
According to the Tomcat documentation at the following link it only does it
for unpacked WARThe errors sttoped but I still get the following messges in catalina.log
