Or, yet another number 2:

2. Any Pojo with a static block that loads a properties file with the data, and
store it in a static object (HashMap, Properties or whatever) in that Pojo.

That's the simplest IMO.

If you're going to need to change the data at runtime, that's another story.

 2.Using normal servlet, get the data and put in the session / context. But
bfr putting check whether its already available or not.
 2. Any POJO with static block to load. And then cache this data in a context
or session.
