You might want to just get the URL first without the GET parameter.

"Timeout" seems your host ip is not reachable. So try to "ping" in
console and see whether you can reach to web2.mblox.com.

Once it returns URL instance, then you can do a GET or POST. One
reminder is you are sending XML string as GET, GET has limitation on how
many bytes you could send, so I recommand send it as POST instead.
