Howdy,
You're getting the error because you're using the wrong argument into
the getRequestDispatcher call.  All arguments to it are relative to your
docBase, so don't include the webapp name.  Change
"/Tracking_system/pageFormat.jsp" to just "/pageFormat.jsp".
