If you start a Web project from scratch, I would use Spring Framework
with JSF. Have a look at Shale (Struts 2) and MyFaces from Apache.

EJB 3 is very different and it's based on Plain Old Java Objects. I'd
have a look at it if I were you. I think JBoss and Oracle have EJB 3
implementations in their containers.
