Back Keel is a combination of a variety of packages (struts, webwork, etc...). It is almost more of an aggregated component framework rather then a pure framework like spring. While spring is a great framework and provides a variety of flexibility, it may be worthwhile to look at keel a bit more to see if the integration of security and ws features fits your project. It may save you some development time.
It if doesn't match it I would look at spring or even the opensymphony framework. The opensymphony framework provides a lot of functionality not contained in the spring framework. There is also struts as well, but it doesn't give you the same flexibility as spring or webwork (part of OpenSymphony).
