APR just leverages OS native functionality, it's a gain rather than a

I'd ditch the 1.4/TC4.x combo as soon as possible, and migrate to Java
1.5 + the latest version of Tomcat (that you can get tested).

Yes it could, it's not really an area where I have a great deal of
expertise I'm afraid.
