I've just verified that the latest nightly build of Xerces does
indeed fix the redirection problem with base URIs as promised. If we
use this, we can remove this item from the TODO list.

However, I still recommend that we at least work around the problem
for pathless URLs to help with the numerous earlier parsers that have
not fixed this bug.
