I just added:

<repository>
<id>apache.snapshots</id>
<name>ASF Maven 2 Snapshot</name>

<artifactId>struts2-core</artifactId>
<version>2.0.5-SNAPSHOT</version>
</dependency>

I got this error:

Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file -DgroupId=com.sun -DartifactId=tools \
-Dversion=1.5.0 -Dpackaging=jar -Dfile=/path/to/file
