Hi,

I have a default namespace (no 'namespace' attribute)
and an action defined within with slashes.

If I add a namespace='/' to that package I no longer
have access to the action with slashes
(SlashesInActionNames is set to true in the XML
config).

I would prefer to have my default package use the
'namespace' attribute.

Is this behavior by design, or is it a bug?
