I am using struts 1.2.9 and am trying to understand how tiles works. I am getting the following error:

javax.servlet.ServletException: Can't find Tile context for 'com.chisq.vax.action.VaxAction'. TilesAction subclasses must be called from a Tile

What is this "Tile context" that it is complaining about and how is it created?
