I think meant this in context of parsing a regular
well-formed document. In this case, white space
outside of root element is not character content, and
as such should not be reported via characters()
method, or (if my understanding is correct) via
ignorableCharacters() (or whatever it was called)
method. This based on some discussion on stax list,
where this was based, wrt. xml specification.

But you are right, this behavior may be different from
how content from xml fragment would be dealt with.
