I thought so as well. There is no security method set on the document. The security restrictions are set to "Not Allowed" for the following items: Changing the Document, Document Assembly, and Creation of Template Pages.
If these restrictions are the problem, how do I go about removing them?

Whatever method you are doing is not allowed due to the (lack of)
security/authenticity on the document...
