Back If your code is going otu to the Internet to find the DTD, that means the DTD cannot be found locally. Depending on the type of Servlet API (<= 2.2), you would have to put the DTD directly in the WEB-INF directly and reference a URI to that location. Otherwise, API >= 2.3 will be able to find it directly from your WEB-INF/lib directory. Check your web.xml to see what version you're using.
