If you have an existing pdf, you can try to convert to PDF/A-1b if:
- "fonts" are embedded
- no transparency is used
- no encryption is used
Simple "copy" the old content an merge your code with the link from Paulo.
The problem with above procedure are Symbol fonts!
Maybe you can replace the fonts, but that's a lot of work.
