As far as I know, it always was and is: 30 seconds.

It's the browser which doesn't want to wait for a respond anymore, so changing
some value in Tomcat isn't very usefull.

B.T.W. Most users given up and hit reload before the browser does. (I'm sure
Yoav is well aware of this.)
