It was created (by Costin) to:
- test and debug JMX startup
- improve embeddability
- because some people wanted a smaller distribution (and the old LE
wasn't actually useful, except to create problems ;-) )

AFAIK, it runs almost like a standard version of Tomcat, and is actually
simpler (all shared stuff goes in lib, and webapps go in webapps). More
JMX features will need to be added to be able to configure everything,
but the essential stuff should be here.
