FWIW, I have used a product that does exactly (I think) what you are looking for.

It has been awhile since I used the site. I was provided with credentials and then did due diligence work using the documents at the site. I viewed pdf, word and excel documents securely. I did a little digging to understand how secure it was and from what I could tell they did a decent job.
If you really want security, just hiding buttons and changing the pdf options will not do it. If you simply want to make it inconvienient for the use to steal, that approach can work allright. Many of those options are also available with pdf manipulation tools. We use a tool from a company called Fytek to read in existing pdfs, add data, change pdf options and stream out to clients.
