I'd agree with Philip, at least on the the following points:

1) There probably is a company out there that is already doing this sort of
thing; so your role would be to do the research to find the product and
determine how to fit it into your exact requirements
2) If there is not a company, and you go forward with this, consider
commercializing whatever you develop.

Microsoft has digital rights management built into mediaplayer, I think.
Can you leverage that?

FWIW, I have used a product that does exactly (I think) what you are
looking
for.

It has been awhile since I used the site. I was provided with credentials
and
then did due diligence work using the documents at the site. I viewed pdf,
word
and excel documents securely. I did a little digging to understand how
secure
it was and from what I could tell they did a decent job.

If you really want security, just hiding buttons and changing the pdf
options
will not do it. If you simply want to make it inconvienient for the use to
steal, that approach can work allright. Many of those options are also
available with pdf manipulation tools. We use a tool from a company called
Fytek to read in existing pdfs, add data, change pdf options and stream out
to
clients.

Good luck, it could be a tough project!
