Since you have such a mix, especially with the pdf's, this is a pretty hard combo to come up with a simple solution. I'm kinda' with the others to look for some OTS that can handle the mix, limit views and printing (how about screen shots?).
Hard problem ... I'd think using Adobe on the server and converting to html or xml would help a lot, it gets away from their proprietary system and would view better in the browser.
