Somewhat far-fetched, but:

 what's the welcome-file list for Apache?

I'm still running the old mod_jk (not jk2) but I noticed "index.jsp" is
in Apache's welcome file. Apache gets the request for
 "/" -> "/index.jsp" -> [off to a JK worker]
