Because I started using tomcat before the development of the commons-daemon, I just use (on linux) :

/sbin/iptables -t nat -A PREROUTING -d 1.2.3.4 -p tcp -m tcp --dport 80 -j DNAT --to-destination 1.2.3.4:8080

It works fine.
