In IE:
Tools>Internet Options...>Privacy Tab
Play with setting slider.
On my dev machine mine's set to Medium and TC's cookies are accepted fine.

In Mozilla:
Either
Edit>Preferences...Privacy & Security category>
or
Tools>Cookie Manager
