MinProcessors Question, please help

Hi,

I'm starting up tomcat with minprocessors = 75 and
acceptcount=100. Now I'm wondering that even there's
heavy traffic on the server, there are no more
processors generated. What are the criterias for
generating new threads? Should I start up tomcat with
more minprocessors to allow more simultaneous
connections?
I'm using tomcat 4.1.29 and and ssl connector under
solaris.

I would really appreciate your help
