Try opening the bat file using Notepad
If you see some 'un-printable' chars, then you need to
close the file
open it in wordpad
save it
close it

If this is the problem
You will need to do this for several of the bat files throughout the tomcat
directory tree

use Explorer to search for *.bat & work your way through each one
